To the Klaytn Governance Council and Community,
We are the Klaytn and Finschia teams, and today we are extending our proposal to the esteemed members of our governance and the community, aiming for the integration of Finschia and Klaytn in pursuit of creating Asia’s leading blockchain.
2024 is of great significance to us and the broader blockchain industry - with the approval of Bitcoin ETFs and the adoption of AI, we anticipate a rapid transition to Web3. However, even though the Asian market drives 34% of global GDP and 77% of cryptocurrency trading volume, the market capitalization of Asian blockchains is only at 5%, indicating a fragmented and underutilized sector. We see this as a significant opportunity. By merging Finschia and Klaytn, we can combine Asia’s largest product and infrastructure assets, with the aim of establishing the leading blockchain ecosystem in Asia.
The integrated blockchain will inherit and connect Web3 assets based on LINE and Kakao messengers, creating a robust ecosystem with over 250 million user touchpoints in Asia. Additionally, it will encompass more than 420 DApps and services, over 45 governance partners, and over 450 Web3 resources (based on foundations and key participants in the ecosystem), establishing the largest Web3 network in Asia.
The ecosystem integration will be conducted in a way that maximizes synergy between the two entities. The powerful networks of Klaytn in Korea, Singapore, and Vietnam will be combined with Finschia’s strong presence in Japan, Taiwan, Thailand, and Abu Dhabi. In doing so, we will enable interoperability between Klaytn’s DeFi and gaming services, and Finschia’s NFT, payment, and AI services. This merger of Finschia and Klaytn is expected to create new Web3 infrastructures and enhance the scalability and liquidity of tokens in major Asian countries.
A new integrated token (provisionally named PDT) will be issued, and holders of KLAY and FNSA will be able to claim this new token which will be usable on both LINE and Kakao messengers. The integrated token will have a completely new tokenomics. Approximately 22.9% of the total supply will be burned, and the uncirculated supply will be permanently removed. The inflation rate will be reduced to 5.2%, and a new 3-Layer burning model will be introduced to sustain growth.
The integrated blockchain will combine Ethereum (EVM) and Cosmos (CosmWasm) technologies to provide a network with unparalleled compatibility and high performance. Its governance will involve over 45 entities, forming the largest Web3 governance structure in Asia. The expansion of participating entities and the enhancement of community delegation functions will maximize decentralization.
The schedule for the proposal is as follows:
- 2024.01.16 (Tue) 05:00 UTC simultaneous posting of Klaytn and Finschia governance proposals.
- 2024.02.06 (Tue) 01:30 UTC simultaneous posting of amended Klaytn and Finschia governance proposals.
- 2024.02.08 (Thu) 05:00 UTC start of governance voting.
- 2024.02.15 (Thu) 05:00 UTC end of governance voting.
If this proposal is approved, we plan to establish an integrated foundation within the second quarter, initiate the new integrated token swap, complete governance integration, and launch new business initiatives for the integrated mainnet. This integration is expected to mark the birth of Asia’s largest blockchain ecosystem and accelerate the mass adoption of Web3 in Asia.

A few thoughts:
- The merging of core tech stacks (1. EVM 2. CosmWasm) will proceed in stages, meaning teams looking to leverage the CosmWasm core will either have to migrate to EVM or wait until the CosmWasm implementation is complete.
- Fragmentation of on-chain liquidity during the migration process - will have to make sure all on-chain assets are migrated (LNOB - leave no one behind).
- Not necessarily a risk, but one major challenge to overcome will be making sure all ecosystem contributors (retail, builders, infrastructure providers, on/off-ramps etc.) are aligned with major branding and backend milestones and timelines.

3. Migration Support: Incentive and support program for projects and their communities looking to migrate to the new chain (25 million PDT).

I’ve thoroughly reviewed the content and the PDF document. The material is compelling and the vision is strong, but I think it’s too rushed to put a merger involving chains worth over $700 million and $200 million to vote just 2-3 weeks after the proposal is made. In the second point of the amendment regarding governance policy improvement, how about supporting only those Finschia staking users who vote ‘YES’? The amendment discusses its content, but there’s no public schedule for how and when it will be implemented. Could you please provide an explanation for this schedule?

**Request for the Convention of Klaytn Governance Council Members to Discuss the Viability of Extending the Klaytn \< \> Finschia Merge Proposal (KGP-25) Voting Period**
Dear Klaytn Governance Council Members,
The 'Klaytn \<\> Finschia Mainnet Merge’ proposal (KGP-25) has been open for governance voting since 2024.01.26 (Fri) 05:00 UTC, with the voting to close on 2024.02.02 (Fri) 05:00 UTC.
Since the original proposal and subsequent addendum, there have been increasing requests from both the community and governance members asking for an extension of the voting period. In light of this development, we are asking our GC members to convene to discuss the feasibility and viability of granting an extension to the current voting period.
Reviewing feedback from the community and GC members, the rationale for the extension is as follows:
1. A significant percentage of both Klaytn and Finschia user communities have provided continuous feedback highlighting the lack of granularity and adequate answers considering the scope of the proposal and potential future impact, and believe the current 7 day voting period is not long enough to be able to make an informed decision.
2. Several members of Klaytn and Finschia’s governance organizations have also voiced their concerns regarding the level of details provided prior to and during voting, highlighting the need for deeper due diligence.
3. An addendum addressing community feedback was added to the initial proposal on the evening of Jan 25th (Thurs) KST, and since then, we have received comments that the voting period should have been extended considering limited time that was available to review the updates made to the original proposal.
The extension of the voting period as requested by the community and governance members, is being implemented to allow all governance participants additional opportunities for further clarity and dialogue. **No further adjustments will be made to the proposal (KGP-25) itself.**
If Klaytn GC members agree to an extension to the governance voting period, the current governance vote will be adjusted as follows:
- 1.30 (Tue) KST: Notice of extension to KGP-25 voting period
- 1.31 (Wed) KST: Governance vote suspension
- 2.1 (Thu) KST ~ 2.7 (Wed) KST: Additional documentation providing the community and GC members with deeper levels of granularity to be shared.
- 2.8 (Thu) KST ~ 2.15 (Thu) KST: Voting reopens.

이에 재단은 ‘생태계 참여자 설명 및 의견 조율 과정 필요성’에 대해 GC 참여자들의 의견을 적극 청취하고자 합니다. 또한 부득이 수반되는 투표 기한 조정 필요성에 대해 아래와 같이 설명드리는 바입니다:
