# \[NETWORK STABILIZATION FIX\] Base Fee Adjust Proposal to Manage Large Transactions

Base fee adjustment proposal to control inscription traffic
NOTE: We only gather opinions within a few hours because it is urgent to protect the Klaytn mainnet. If more than half of GC members are positive among replied members, then we will execute this change. Later, we will have enough time to gather all GC member’s opinions, and then we will revert if most of them are against the change.
This proposal aims to increase the sensitivity of our KIP-71 dynamic fee scheme ([kips/KIPs/kip-71.md at main · klaytn/kips · GitHub](https://github.com/klaytn/kips/blob/main/KIPs/kip-71.md)) to effectively control the transaction volume increase. the current parameters are not sensitive enough to respond to recent Inscription-driven transactions. Under current settings, the base fee starts to climb at 30,000,000 block gas which is equivalent to about 1,100 inscription transactions per second.
The proposal is to adjust the KIP-71 dynamic fee parameters as follows:
- GAS\_TARGET: from 30,000,000 to 15,000,000
- MAX\_BLOCK\_GAS\_USED\_FOR\_BASE\_FEE: from 60,000,000 to 30,000,000
The expected outcome is that
- The base fee starts to climb when the Inscription traffic (around 27,000 gas per transaction) is 550 TPS or higher
- The base fee changing speed is at most 5% up or down.
The change will be executed via the governance API ([governance - Klaytn Docs](https://docs.klaytn.foundation/content/dapp/json-rpc/api-references/governance))
- The governance API accepts parameter changes every 604800-block epoch.
- The earliest voting period ends today at block 140918400 (2023-12-18 19:44 KST).
- The change will take effect from the activation block 141523200 (2023-12-25 19:44 KST)

**스왑스캐너는** **재단의** **이번** **안건엔** **동의합니다** **.**
다만 추가적인 토론이 필요해 보여 의견 드립니다.
**1. 인스크립션 트랜젝션이 몰리는건 체인 입장에서는 호재** 이고, 체인이 잘 버틴건 마케팅을 해야하는 포인트라 생각합니다.
초당 높은 TPS를 자랑하는 체인의 특징을 충분히 어필할 수 있다고 생각합니다.
**2.** 생태계내의 주요 서비스들이 죽은것은 **체인의 문제가 아닙니다**.재단에서 제공중인 퍼블릭 노드를 포함하여 **각 서비스들의 노드 성능이 낮아** 서 서비스가 정상 작동하지 않는 부분입니다.
이를 위해 체인차원에서 인스크립션 트랜젝션을 공격으로 판단하고 해결 하는것이 아닌 각 서비스들의 노드 성능을 올려야 하는 것이 맞다 생각합니다.지금 상황에선, **각 서비스들의 엔드포인트 노드 성능 업그레이드가 가장 시급** 한 부분입니다.
클레이튼 체인단에서 직접 움직이는 부분은 탈중앙화의 관점에서 매우 조심스럽고 심도있게 접근해야 한다 생각합니다.또한 재단에서 각 빌더들에게 제공하는 노드성능에 대한 기본 가이드 또한 상향 조정해야합니다.

클레이튼은 최대 4k TPS 까지 지원한다고 마케팅이 되어 있습니다. 그러나 EN 추천 스펙 가이드에는 8코어 vCPU를 추천하고 있습니다. 현재의 사태에서 지갑사들 포함 많은 서비스들이 자체 운영하는 EN들이 뻗어나갔던건 이미 예견된 사실이기에 이에 대한 수정이 필요합니다.
**3. 가스비의 민감도를 올려 체인단의 자정작용을 이끌어내는 방식은 동의** 합니다. 다른 체인들 또한 가스비의 증가를 통해 자정작용이 이루어 졌습니다. 다만 현재상황은 이미 인스크립션 트랜젝션이 많이 빠진 상황입니다.
이런 상황에서 가스비라는 매우 중요한 코어 패치가, 충분한 설명없이 거버넌스 포럼의 당일 댓글논의 만으로 결정될 내용은 아닌것 같습니다. 이 업그레이드를 통해 모든 상황에서 어떠한 변화들이 생기는지 깊게 논의후 결정할 사안 같기에 **당일 패치는 좀 더 고려** 해 주셨으면 합니다.
가스비의 민감도를 올리는 부분은 (체인이 추구하는 적정 평균 TPS와 최대 TPS 등을 고려해서) 매우 동의 하나, 이를 긴급으로 (특히나 인스크립션의 영향으로) 처리하는 부분은 체인의 의사결정에 대한 선례로 남기에 매우 조심스럽습니다.
**4.** 가장 빠르게 롤백되어야 하고, 논의가 필요한 큰 부분은 새벽사이 클레이튼 오픈소스에 진행된 핫픽스입니다.

그 어떤 상황일지라도 투명성과 공정성과 중립성이 보장되어야 하는 블록체인에서, 특히나 “BUILT FOR ALL” 를 강조하는 클레이튼이라면 더더욱, 단순히 tx data에 `0x6b7263` (krc), `0x6d696e74` (mint) 등이 포함되어 있다는 이유만으로 혹은 그 어떤 이유로도, **특정 트랜젝션이 불이익을 받는 일은 있어서는 안된다 생각** 합니다.
**KRC-20 으로 불리우는 인스크립션 트랜젝션도 유저가 체인 규칙에 맞게 정당한 가스비를 내고 정상적으로 발생시키는, 어떻게 보면 정상적인 토큰민팅/토큰전송 트랜젝션입니다.**
이를 다른 주요 서비스의 트랜젝션과 구분하여 일부를 임의로 막겠다는 것을 메인넷의 긴급패치로 진행 하기엔 이미지상, 운영상 큰 부담을 갖게 될 것으로 생각됩니다.
인스크립션 트랜젝션을 전송하는 유저또한 클레이튼 입장에서는 유저입니다. 일반적인 토큰 트랜젝션, 일반적인 토큰 민팅과 마찬가지로 인스크립션 방식으로 토큰을 민팅하고 전송하는 정상적이고 일반적인 유저들입니다.
그런 유저들의 성격을 구분하는 기능이 블록체인에겐 있어서는 안된다 생각합니다.이에 대한 패치가 거버넌스의 논의 없이 오픈소스가 핫픽스 되는 것 또한 대내외적으로 굉장히 리스크가 있는 패치라 생각합니다.
**핫픽스 부분을 빠르게 롤백하고 다시 논의를 할 수 있도록 요청** 드립니다.체인단에서 핫픽스로 특정 트랜젝션에 불이익을 주는 것이 아닌 지금 **포럼의 안건처럼 가스비 민감도 인상등을 통해 자정작용이 일어날 수 있는 부분** 들로 논의했으면 합니다.
트랜젝션이 몰려 트랜젝션 처리에 블록이 밀리는 것은 블록체인에서 너무 당연한 일입니다.
이를 위해, 트랜젝션의 우선순위를 자의적으로 메인넷이 지정하면 안된다 생각합니다.
**현재 서비스들의 엔드포인트 노드의 성능을 긴급하게 올리는 작업** 들을 생태계 참여자 모두가 **적극적으로 진행** 하고, 이를 위한 재단차원의 지원이 있다면 더욱 좋을 것 같습니다.
