On the 3rd Wednesday of every month, the Klaytn Governance Council has a monthly meeting. In the November meeting, the following agenda was discussed. Please see the pdf file for more information on the agenda.

  1. Recap of the October meeting
  • The approval of Wemix proposal on the liquidity provision for the Klaytn Crypto Dollar (KCD).
  • The approval of Klaytn 4Q Treasury Plan and relevant KCF proposals

  1. KF provided updates on the implementation of the agenda discussed in October 2023. In particular, KF is in consultation with Wemix Kurrency team for the implementation of the proposal, especially to reduce risks from changes in the price of $KLAY.

  2. Swapscanner introduced their proposal of “Growth Strategies for Klaytn with Swapscanner”. Q&A was followed as below:

  • Question from Maekyung Media Group & Klaytn Foundation: if Swapscanner plans to use KCF for staking on the node, there are other options such as KLAY delegation like some other GC members did to join the Klaytn GC. Is there any reason that Swapscanner should receive 6.8 million KLAY as grant?
  • Answer from Swapscanner: Swapscanner team needs financial resources for covering the operational cost of Swapscanner service. If Swapscanner gets delegation instead of grant, Swapscanner might need to request the delegation again next year if the market situation are not recovered.
  • Question from Klaytn Foundation: any reason that delegation is not working?
  • Answer from Swapscanner: if it is delegation, Swapscanner might propose the same thing when the situation does not get better. We also might need to sell KLAY in case of bad situation. That is why we need grant
  • Question from Klaytn Foundation: Does Swapscanner have any plan for returning the grant if the situation gets better?
  • Answer from Swapscanner: if Swapscanner finds a sustainable business model, Swapscanner can start discussion with GC about returning the grant.

  1. KF shared the progress of the development of Permissionless Network. Please check the slide for more information.

  2. KF shared their initial ideas on the direction of a new token economy. In particular, KF emphasized that the new model should be designed in consideration of Klaytn GC node operation cost (around USD 55K per year), usual APY in public staking services (cost of capital, around 6 percent), and the KLAY price, with the end goal of deflation.

  • Sygnum shared their experience of running nodes on Cosmos. Cosmos has yearly allocation of its treasury to validators on the network based on their contributions, reputation, governance participation, and other strategic aspects.
  • Maekyung Media Group suggested that GC should consider the introduction of a committee system to ensure more serious discussions on sophisticated issues. At the moment, KF is focusing on empowering the Governance Council Members to engage more actively in the governance of Klaytn. A committee can be established after the activation of the GC.

  1. 재단은 지난 달 회의에서 논의되었던 안건들의 현재 진행 현황에 대해 공유했습니다. 특히, 이번에 위믹스에서 제안해서 승인된 Klaytn Crypto Dollar (KCD) 유동성 공급 건과 관련하여, 제안서의 실제 이행을 위해 재단과 위믹스 Kurrency 팀 간 논의가 진행 중에 있습니다. 특히, KLAY 가격 변동에 따른 리스크를 줄이기 위한 다양한 논의가 진행 중입니다.
  2. 스왑스캐너 팀은 11월 초에 거버넌스 포럼을 통해 제출한 제안서 “Growth Strategies for Klaytn with Swapscanner”에 대해 발표했습니다. 다음과 같은 질의가 이어졌습니다.
  • 매경 측 질문: KCF를 GC 노드 스테이킹을 위해 사용하는 것이 목적이라면, 꼭 그랜트를 받을 필요가 없을 것으로 보인다. 예를 들어, 일부 GC 멤버의 GC 참여를 위해 재단이 해당 회사를 대리하여 스테이킹하고 대리 스테이킹이 필요 없어지면 반납하고 있다. 680만 KLAY를 그랜트로 받아야 하는 이유가 무엇인가?
  • 스왑스캐너 팀 답변: 스왑스캐너 프로젝트의 운영비를 충당할 수 있는 재원이 필요하다. 그랜트 대신에 대리 스테이킹으로 500만 KLAY를 확보할 경우, 시장 상황에 따라 내년에 이번 제안과 마찬가지의 요청을 드리게 될 것 같다. GC와 커뮤니티에 좋게 보이지는 않을 것이다.
    *재단 측 질문: Delegation으로 스테이킹을 하면 안되는 이유가 무엇인가?
    *스왑스캐너 팀 답변: Delegation의 경우 내년에도 상황이 좋지 않으면 같은 요청을 또 하게 될 것 같다. 상황이 좋지 않으면 매도해야 할 수도 있다.
  • 재단 측 질문: 상황이 좋아지면 그랜트로 지급되는 금액을 반납할 계획은 없는가?
  • 스왑스캐너 팀 답변: 거기에 대해 고민하고 있다. 지속 가능한 사업모델을 찾게되면, 그랜트를 반납하는 것에 대해 GC에 논의해 볼 수 있을 것이다.

  1. 재단은 Permissionless Network 관련 진행 상황에 대해 공유하였습니다. 자세한 내용은 링크의 PDF를 참고 바랍니다.

  2. 재단은 Klaytn의 토큰 이코노미를 개선해 나가는데 대해 어떠한 생각을 가지고 있는지 공유했습니다. 1개 GC당 연간 55,000 달러 상당의 노드 운영비가 든다는 점, 퍼블릭 스테이킹 서비스에 KLAY를 스테이킹 할 경우 약 6퍼센트 대의 리워드가 발생한다는 점, KLAY 가격 변화, 디플레이션이라는 최종 목표를 모두 고민해서 새로운 토큰 이코노미를 만들려고 한다는 점을 강조했습니다.

  • Sygnum에서는 코스모스에서 노드를 운영한 경험을 공유했습니다. 코스모스 체인의 경우, 네트워크에 대한 기여도, 평판, 거버넌스 참여 및 기타 전략적 측면을 고려하여 재단의 Treasury를 매년 노드 검증인에게 배분한다고 합니다.
  • 매경에서는 안건의 복잡성을 고려해 GC에 분과 위원회를 도입하고 해당 안건을 논의하는 것이 좋을 것 같다고 제안했습니다. 관련하여, 현재 재단은 GC가 Klaytn의 거버넌스에 더 적극적으로 참여할 수 있도록 하는데 집중하고 있으며, 분과 위원회의 경우 GC가 더 활성화 된 후에 의미를 가질 수 있다는 입장을 가지고 있습니다.

11월 GC회의 회의록에서 swapscanner가 제시한 형태의 지원으로 진행하느냐, 위임으로 진행하느냐에 대한 명확한 확인을 할 수 없습니다. 해당 부분에 대한 합의가 된 사안인 것인지 답변이 가능한가요?

swapscanner에서 요청한 사항은 그랜트입니다. 결정은 투표로 이루어지며 안건 승인 시 그랜트로 지급됩니다. 이 점이 각 GC의 찬반 선택에 반영될 것입니다. 따로 합의된 부분은 없습니다.
