On the 3rd Wednesday of every month, Klaytn Governance Council has a monthly meeting. In the October meeting, the following agenda was discussed. Please see the link (GC Meeting October 2023 - Google Slides) for more information on the agenda.

1. KF provided updates on the implementation of the agenda discussed in September 2023. Detailed information can be found from the agenda document.

2. Everstake introduced the Injective’s burn auction model. Everstake emphasized that the burn model can make a meaningful contribution to Klaytn by burning different tokens on the Klaytn Mainnet and facilitate participation of the Klaytn community.

3. WEMIX introduced their proposal of providing liquidity of KCD (Klaytn Crypto Dollar). WEMIX posted the proposal on 5 October 2023. The proposal can be brought to GC voting after 14 or more days of discussions through the Klaytn governance forum. Q&A was followed as below:

• Q. Who will be responsible for managing the collateral and liquidity pool?
• A. Both KF and WEMIX (Kurrency Team) can manage the collateral and liquidity pool (LP). The keys for managing the collatoral and LP should be owned by KF, but the usage of the revenue from the LP should be decided through the consultation among the GC members.
• Due to the size of the collateral and LP, there can be a significant overhead cost. After the GC decision, KF and WEMIX should discuss the division of responsibilities
• Q. In addition to the provision of liquidity through the use of KCF, does WEMIX a plan for promoting users to provide liquidity?
• A. High APY is necessary for the platform to attract users. Within 1 year, WEMIX will connect different Defi services, including Kleva and other new services, with Kurrency. The Money Lego created by this integration would guarantee high APY to users. As WEMIX believes that it will take 6 month to 1 year for them to launch all the services, they proposed the LP support for 1 year.
• Q. Kurrency is operating on WEMIX 3.0 Mainnet and Klaytn Mainnet. Is there any conflict of interests that make Kurrency team focuses only on their project on the WEMIX 3.0 Mainnet.
• A. Basically, WEMIX team is investing the same amount of resources into both protocols. The Kurrency team’s mandate to is to develop successful defi services regardless of the Mainnet.
• In terms of the roadmap of WEMIX team, Kurrency WEMIX 3.0 version will be specialized in gaming and NFT, and they will work more on building money legos with Defi Dapps through the Klaytn version.

4. KF explained its 4Q Treasury Plan posted on the governance forum and the Klaytn Square in detail. Detailed information can be found from the agenda document. KF emphasized that the budget size decreased significantly (55.2% reduction) in comparison with the 3Q Treasury Plan. Among the budget amounting to 26.6 million KLAY, 13 million KLAY will not be cashed out immediately by the recipients.
5. Swapscanner asked whether it is possible to provide more details of the personnel cost. KF answered that it is not possible to provide further details due to privacy issue. On the other hand, the public can see each of the transactions through the treasury page of the Klaytn Square.
6. KF introduced new features of the Klaytn Square, including treasury page, GC activity and status pages, and Status of Klaytn page.

2. Everstake는 Injective의 소각 경매 모델의 도입을 제안했습니다. Everstake는 소각 모델이 Klaytn 메인넷에서 다양한 토큰을 소각함으로써 Klaytn에 의미 있는 기여를 할 수 있고, Klaytn 커뮤니티의 참여를 촉진할 수 있다고 강조했습니다.

• A. 담보 및 유동성 풀(LP)은 KF와 WEMIX(Kurrency Team) 모두가 관리할 수 있습니다. 담보와 LP를 관리하는 키는 KF가 소유하되, LP에서 발생하는 수익의 사용처는 GC 멤버들 간의 협의를 통해 결정해야 합니다.
• 담보와 LP의 규모에 따라 상당한 간접비용이 발생할 수 있습니다. GC 결정 후 KF와 WEMIX는 책임 분담에 대해 논의해야 합니다.
• Q. KCF를 통한 유동성 공급 외에 WEMIX가 유동성 공급을 촉진할 수 있는 방안이 있나요?
• A. 플랫폼이 사용자를 유치하기 위해서는 높은 APY가 필요합니다. 위믹스는 1년 이내에 Kleva를 비롯한 다양한 디파이 서비스와 Kurrency를 연동할 예정입니다. 이러한 통합으로 탄생한 머니 레고는 사용자들에게 높은 APY를 보장할 것입니다. WEMIX는 모든 서비스를 출시하기까지 6개월에서 1년이 걸릴 것으로 판단하여 1년간의 LP 지원을 제안했습니다.

4. KF는 Governance Forum과 Klaytn Square에 게시된 4분기 재무 계획에 대해 자세히 설명했습니다. 자세한 내용은 아젠다 문서에서 확인할 수 있습니다. KF는 3분기 재무 계획과 비교해 예산 규모가 크게 감소(-55.2%)했다는 점을 강조했습니다. 2,660만 KLAY에 달하는 예산 중 1,300만 KLAY는 수령자가 즉시 현금화하지 않을 예정입니다.

• Swapscanner는 인건비에 대한 자세한 내역 제공이 가능한지 문의했습니다. KF는 개인정보 보호 문제로 인해 더 이상의 세부 정보를 제공할 수 없다고 답변했습니다. 한편, 일반인들은 Klaytn Square의 트레저리 페이지를 통해 각 거래 내역을 확인할 수 있습니다.
