If this proposal passes, the transaction below will be executed, replacing the StakingTracker from V2 (0xF45c37c265f148894D6d9A4c066aFaAB00557c9c) to V3 ([STv3 address: TBU]). The updated StakingTracker takes effect after this proposal executes; previously created proposals remain unaffected.
